Running the lastest Android releases in Qemu or other VM?

Where would I get an OS image of the latest edition Android and how should I run it in Qemu? Or is there a more recommended approach besides Qemu?
The goal is to run some native Android "apps" on a GNU/Linux host.
Edit: Anbox is discontinued and Waydroid is a blackbox.
