detecting if the keyboard and mouse is busy

i would like to know a way to detect if the keyboard (and separately, the mouse) is busy. by "busy" i mean actively used, as in, there has been some input. the time of input is what i want to know, not what the input is. the purpose is to detect if there is activity by the human user.
