redirecting Pulse Audio to Bluetooth device

i am running Xubuntu version 20.04. i have new Bluetooth headphones which have successfully pair with my laptop running Xubuntu running blueman and bluez (i don't know what the two programs specifically do. anyway, the devices paired and audio just started to work. then i rebooted the laptop because i always test these kinds of things.
now it does not behave as it did before. the devices do pair up but the audio only plays over the laptop speakers. no audio is sent to the headphones over Bluetooth. i just get on the speakers. anyone understand Bluetooth enough to know what is going on and why? anyone know how to fix this permanently (a command to have automatically run when booting up is close enough to "permanent")?
i suspect this is a pulseaudio problem even though Bluetooth appears to be very confusing (probably due to hiding technical details with layers of abstract interfacing).
