Are there rogue Bluetooth users who don't request device addresses?

Trying to help with another LQ user's problem, I looked up the device address of his/her headphones at https://ipnet.tools/bluetooth-device...ss-lookup-tool . It doesn't recognize the address. It also doesn't recognize the address of my own cheap-junk headphones, which sound like the other guy/gal's.
