Bypass MAC address limitation

Hello,
I have been trying to configure a network setup in Proxmox (Debian 12) for the past two weeks to bypass the MAC address restrictions imposed by my provider. My goal is to have the VM accessible from the outside using its public IP address and have internet access on the VM. Despite numerous attempts and guidance from ChatGPT, the setup is still failing.
The main issue is that even after configuring DNAT and SNAT rules, my VM continues to respond with its own MAC address instead of the one I want to use (MAC-address global primary interface). According to 'tcpdump arp', the VM always replies with its own MAC address. How can I properly configure the system to ensure that the VM uses the desired MAC address while keeping external access and internet functionality intact?
