my ultimate goal with Bluetooth

i have encountered many problems or issues when i tried to get my new bluetooth headphones working on my laptop that runs Xubuntu 20.04 LTS. i have it working well enough that a new userid i created plays over the new bluetooth headphones OK. but my ultimate goal is for every userid on my laptop (i am the user of all of them) to be able to play over bluetooth. an additional ability i would like is to ability to play my music over every bluetooth device in the room (that wants to hear it).
