Best setting for Synaptic Package Manger Preferences?

LM under Package Manager settings/preferences/files there are options for temporary files and for history files. The default is for "only delete files which are no longer available" and "keep history". Are these the best settings? LM often uses the most basic settings due to it being a common first intro to Linux which leaves plenty of oportunities to fine tune for regular users. Thanks.
