Mount for writing or just write (burn CD) with fs type iso9660 or iso966 last time burned on windows with ms Jolie extension

I want to write or change content on CD disk with fs type iso9660 or iso966.
It is not required to stay on iso966. I can use another fs type like FAT
I use Debian, and on Debian I can mount with only for read operation.
lsblk -fp
/dev/sr0 iso9660 Joliet Extension
mount /dev/sr0
WARNING: source write-protected, mounted read-only.
and in my experience I know that kind of problems occurs
when the disk has no any partitions,
or unable to recognize it's partitions
.
this is simple CD drive no any switch to change writeability.
And the problem is not only with that CD I have a lot of CDs with me and tried same result.
