Residents were evacuated as homes and vehicles were submerged in the north-western US state after an atmospheric river smacked the region on Tuesday. Governor Bob Ferguson told the public he was 'requesting an expedited emergency declaration from the federal government' and has activated the state's national guard to respond to flooding.
