A woman pushing all her worldly belongings down St. Paul Street in downtown St. Catharines in a beat-up shopping cart struggled to keep her pants, far too large for her, from falling around her ankles. So Graham Shaw walked out of the Mahtay Cafe and Lounge he owns with a long piece of string that he used to fashion a makeshift belt. "I don't know how to not care about people who are in my community, whether you're housed or not, or whether you're a substance user or not," he said.
