In 1943, the OSS, the predecessor to the CIA, hired Ernest Crocker, a chemical engineer with an expertise in smell.

They hired him to build a stink bomb. The code name was "Who, Me?" They wanted to create a spray that the French resistance could use against German officers that made them smell so much like feces that they became humiliated and the target of contempt by fellow officers. - Read the rest
