Opposition leader Bill Shorten addressed reporters at a press conference in Perth and answered questions on the ongoing controversy surrounding an opinion piece by NBN chairman Ziggy Switowski, which was deemed by the secretary of the Department of the Prime Minister and Cabinet, Martin Parkinson, to have been a breach of the caretaker code.
