Apache NetBeans Incubator Proposal

Geertjan Wielenga posteda proposal to the Apache incubator list to adopt NetBeans, an opensource development environment, tooling platform, and applicationframework. "NetBeans has been run by Oracle, with the majority ofcode contributions coming from Oracle. The specific reason for movingto Apache is to expand the diversity of contributors and to increasethe level of meritocracy in NetBeans. Apache NetBeans will be activelyseeking new contributors and will welcome them warmly and provide afriendly and productive environment for purposes of providing adevelopment environment, tooling environment, and applicationframework."
