ACTION trial: Officer says he didn't write any fake tickets

Const. Bhupesh Gulati admitted his note-taking is poor or nonexistent when he deals with the "regulars" or "frequent flyers" as an officer patrolling downtown Hamilton, and he's written down the wrong time on tickets, but he said he has never made up a ticket.
