Hamilton police said crime would flourish if cellphone surveillance records disclosed

Hamilton Police Service has gone to great lengths to avoid telling CBC Hamilton whether it owns or has access to cellphone surveillance technology for nearly a year, before admitting last week it doesn't have it.
