Upgrading Debian kernel to latest kernel

Deari Sir,
Currently I am using the Debian Linux 9.0 server and kernel version is 4.9.189-3
How to check whats the latest kernel and how to upgrade to next latest kernel.
Also Would like to know that does the kernel upgrade enhance the security and performance.
