Can you install Fedora Grub UEFI over legacy?

I was trying to revive my Fedora 30 installation using the live disk and chrooting to install grub
This is quite involved. Finally I got grub to install.without errors on /sda with the EFI files in /boot/EFI.
No luck. I am told there is no operating system.
Should this have worked? I am just asking to figure out whether I have a valid boot there somewhere.
I got into this mess installing Fedora 30 over my Fedora 25 which dual booted with windows 8.1 in legacy mode (what I just tried was all done in UEFI mode.)
I have a HP laptop. Back when I initially got the dual boot going via legacy mode was the way to do it. Somehow I got windows to boot again, that time, from a Windows live disk and bootrec etc.
