free vpn or pay

a recent client demands that VPN be installed on his system.
he's also a terrible tight-wad and doesn't want to pay to use a service like ExpressVPN
From what I gather, researching this the last 3 or 4 days, to get quality/reliable service it's probably a good idea to cough up the cash.... $100/year or so.
thoughts anyone ?
I think the "openvpn" client software is available on some systems-- it is on LMDE/3
