How to open ports for a cell phone router

I'm running linux mint 17.2 I'm trying to install a router for my cell phone wi fi. I need to open ports 123TCP.500UPD,and 4500UPD. I need to log in to the router to finish the setup. The man I deal with has been off. Can I do this with my computer. I need to get the router connected to login to it. Directions say there ports need open to do this. I opened the ports on my firewallbut this doesn't correct the problem.
