User login on Console 1 gets permission denied

Console 1 CTRL-ALT-F1 root logs in no problem. User logs in user name, gets password prompt, enters password and gets no permission. User can login on Window 2-11 (All that is allocated) but can not log in on window 1. I have checked PAM, secure, ptmx pts, permissions, /dev/pts mount. No additional security evoked. I see nothing wrong. User can login on all SSH connections.

The only thing I see for certain is that in /dev/pts the tty pseudo for console 2-11 ptmx creates the PTY has the users name/group in the permissions, for console 1 (tty 0) it has only root root for it when it creates it thus making it not usable by user. Then it goes away as it times out.
I have changed tty1 to have wide open permissions, no difference. I thought ptmx opened with the permissions it has set which are also wide open RWX. So why or how does it not set the owner and group to match what the other PTS entries are for consoles 2-11?
We have not made any changes to users or groups. It did work when first loaded. I have another exact machine on the bench and it works fine on console 1. I hate to back up the application and switch servers for what should be a simple fix.
