after tumbleweed update, xinit failed, but runs as root

After a software update on tumbleweed, I see the following:

xinit failed. /usr/bin/xorg is not setuid, maybe that is the reason? If so, either use a display manager (strongly recommended) or adjust /etc/permissions.local and run "chkstat --system --set" afterwords.

I compared the /etc/permissions.local file in a laptop running tumbleweed and both files were identical. Does xorg not have the permissions to run as local user? If so, is this fixed in a root terminal?latest?d=yIl2AUoC8zA latest?i=qVO-1dOKC3U:tcytY9bv4qs:F7zBnMy latest?i=qVO-1dOKC3U:tcytY9bv4qs:V_sGLiP latest?d=qj6IDK7rITs latest?i=qVO-1dOKC3U:tcytY9bv4qs:gIN9vFwqVO-1dOKC3U
