Booting ubuntu with usb

Ive downloaded ubuntu 18.04.3 desktop -amd 64,iso on my tablet then transfered it to my cpu then transfered it to my 16 gb usb and im trying to install it on another cpu that has a blank hard drive (used a program called rufus for wiping that) but i keep getting the same message
