apt install gives eror "E: The package notebot needs to be reinstalled..."

Hi,
I was trying to install kdenlive from the repository with apt. But I got the following error:
E: The package notebot needs to be reinstalled, but I can't find an archive for it.
It wont allow me to install any package. Even the package manager GUI will not show the package list because of the above error.
How can I fix this?
