Thunderbolt3 over type type C port not working

But doesn't seem to work. Do I need special drivers for it? I purhased a cable USB-C to Micro-B 3.1, and plugged it into my USB hub and the USB-C port, and I get apparently no connection to the computer. The hub works fine using its original cable, plugged into a USB-3 port or even a USB-2 or one port. If drivers are needed, where can I get them? I'm running Ubuntu Mate 19.04. Or is there a procedure to turn the USB-C on?
