How do I resize the toolbars and tabs in Firefox 70?

Trying to use Firefox again (want to get away from Chrome browsers) and I'm finding all sorts of configuration changes.
I would like to reduce the height of toolbars and tabs because they simply take up too much of the screen.
None of the solutions I've found have worked; due I guess to major changes at v 69?
For one thing, there's no "userChrome.css" file that I can find, and even if I create one I don't know where to put it anymore.
Anybody know what I can do?
It's pretty much a deal-breaker for Firefox, and their support is hopeless.
