If some qt4 software works, why this does not? ('ogapp')

If some qt4 software works, like Bazaar Explorer, Qt 4 Settings, why 'ogapp' does not?
About 'ogapp': "OGapp is a slim sized and fast program to manage your textual notes."
When i try to run it from a terminal, it gives this output:
