CUPS print service in Linux Mint - how to install or start?

Newbie. Have searched unsuccessfully. I'm trying to install and run Canon MX922 as printer on Linux Mint cinnamon 19.2, new install and fully updated.
I did find/follow downloading, unpacking, and installing the (new) Canon Linux drivers. I did go to "System Settings" and started the printer applet.
Under Administration/Printers, "Printers - localhost", I get the message, "Printing service not available. Start the service on this computer or connect to another server." But the "Start I get an error: "CUPS server error: There was an error during the CUPS operation: 'Failed to connect to server.'"
In Terminal, in directory /run, "cups" shows as a subdirectory. Switching to /cups, terminal reports "bash: cd: /cups: No such file or directory". (odd)
This is a brand-new installation of Linux Mint 19.2, but I've used older versions of Mint and am reasonably familiar with its operation. After restart, If I go to Update Manager, result is "System is up to date."
In Menu/Administration/Driver Manager, after Cache update, screen reports "no proprietary drivers in use". In Menu/Software Manager/System Tools, screen shows green checkmarks for: (relevant items only)
Apt
Sudo
Mintdrivers
Gdebi-core
Add-apt-key
Dpkg-repack
Bluez-cups (active but not used)
A search for cups does not produce any package option or name.
A LinuxQuestions post suggested a terminal search:
ls -l /etc/rc.d/rc.cups
- but no such subdirectory (rc.d) exists on my system.
Any suggestions? It seems odd that if the cups print server programs are necessary to run Canon (or other) print drivers, that it would not be included in Linux Mint.
