System Settings does not work (Mint Cinnamon Sylvia)

Right click on menu bar brings up menu to: add applets, change panel settings, etc. When I try to choose any, including "system settings" - Nothing. No pop-ups. Only change to SW is updating Linux Mint Cinnamon from Serena to Sylvia. Did I break something fixable or should I try updating to a newer version?
