The Indianapolis Colts struggled at quarterback in 2019, and while general manager Chris Ballard feels Jacoby Brissett is the team's best option at the moment, he understands the signal-caller has more convincing to do.

"Right now, yes, Jacoby is our starting quarterback," Ballard said Thursday, according to ESPN's Mike Wells.

Ballard added that "the jury is still out" on Brissett.

The Colts suffered a major blow during the preseason when Andrew Luck surprisingly announced his retirement, and Brissett was unable to fill his shoes under center. The 27-year-old completed 60.9% of his passes for 2,942 yards and 18 touchdowns against six interceptions through 15 games, failing to throw a TD pass over his final three contests.

The 7-9 Colts averaged 22.6 points and 327.4 yards per game in 2019, which ranked 16th and 25th in the NFL, respectively.

Owner Jim Irsay said in December that the Colts need to embrace the post-Luck era, and Ballard reiterated that sentiment.

"Andrew is retired," he said, per Wells. "We need to accept that and move forward."

Indianapolis will enter the 2020 draft carrying the 13th overall pick.
