Does Linux Mint slow down?

Just reading this https://itsfoss.com/linux-better-than-windows/ it says Windows slows down I expect that is because it gets full of bugs with people reading everything typed. It then says Linux slows down but not as much. I have never heard of this before or experienced it.
Does Linux Mint slow down?
