HTML page as desktop background

Is it possible to have an HTML page as desktop background?
My idea is that an HTML page, with clickable links, dynamic content etc would provide much more than Conky does.
Is there any web browser that could be used for this purpose?
Also, could there be a conflict with the window manager / icon manager?
For instance, my desktop environment is MATE and if possible at all I would like to keep Caja as my desktop manager.
What do you guys think?
