I don't know how to synchronize calendars in local networks, does the IP always change?

I've been using open source software for a while, but something I haven't been able to do is synchronize contacts and calendars between my laptop and Android phone locally, outside the internet.
The problem with this is that I often work in different places (a cafe, friends' house, etc.) which means that the local IP changes.
- Syncthing has become my most important tool, at the moment it is impressive, locally (not on the internet) my files are automatically synchronized creating copies on the phone and on the laptop regardless of IP changes or in which local network they are connected and consume very few resources.
- Radicale is a great option because it is very light and it is not necessary to install MySQLor PHP or anything similar, it works perfect on a local network or on the internet.
But I don't know how to make Radicale work between my laptop and phone no matter what the local IP changes.
The same for Baikal, nextcloud and the like that look good but need MySQL and consume more resources.
It's just to synchronize contacts and calendars, I hope someone has an interesting solution, thank you very much.
