Looking for form flow creation program for non technical users

I am looking for a flow type program that allows users to create question and answer forms.
This would have to be for non-technical users where no programming is required from the users end. Ideally the users should be able to log in and create their own forms.
Such as example would be a program that would allow a non-technical sales person with no programming skills to create a sales pipeline flow question and answer form to determine potential customers.
Ideally I would like this to be a web based program but I am open to programs that install locally on computers.
It would also be great if the program could connect with other programs (yet to be determined) and pass data back and forth or kick off other processes.
