Android Handy greys out settings for internet proxy for WLAN connection

Just for interest i post this question here:
Since my internet connection has become unuseable because of massive DNS spoofing/rebinding attacks, i have set up a tor socks5 proxy on my home networks raspbian server. I have noticed that it works very nicely. The connection to my countries TV media webpage suddenly does not discriminate my Raspberry Pi 4B 4GB anymore. After setting the exit nodes to my country the webpage works flawless in terms of streaming quality. For a long time before i could not use this ORF TV webpage (www.tvthek.at) because of lack of codec support of chromium on Raspbian. Since i got my Raspberry Pi 4 Raspbian started to support the flash codec more nicely and it works now. But until i was forced to use a tor proxy the video connection was very unreliable on that webpage. After tor proxy suddenly access is perfectly smooth.
When i try to connect with my Huawei Android Handy the settings for an internet proxy are greyed out and it denies to connect when i access the proxy settings for the WLAN connection.
Also the Windows 10 computers of my wife proof resistant to efficient tor proxy use. The only way it seems to work on Android and Windows 10 seems to be to use the Tor browser. All the apps are forced to work without a proxy on Android.
It seems to be a very valuable asset to certain people to be able to sniff and manipulate the internet traffic of private networks. So valuable that on one side obvious DNS spoofing/rebinding attacks are happening and on the other side some backdoors are tried to keep open. Considering the IP protocol design such people seem to be very desparate idiots.
