kickstart

could anyone offer any reasons as to why the anaconda-ks.cfg file is not being read when a system boots from a configured kickstart DVD?
I'm attempting to install RHEL 7.7. I've followed the instruction in the RedHat install guide to the letter. I've configured the kickstart on the system I want to duplicate. No matter what the anaconda file isn't being read and the install stops at the "choose language" screen and wants user input.
