a "simple" (i hope ) clarification please...data server and database

scenario:
set up a machine as a data server (files, media or other) and some means to use the data (nfs i guess). just some machine(a) that will "serve" a file to another machine(b), <file tragically manipulated>, then "saved" back to machine(a)...until next time.

i am not speaking about specific jbod nas for backup storage now and again.

is that machine required (need) to have some type of "database" software on it to access the data?

if no, then "database software" is simply a way to organize files on(in) a system in a more ridged way? yes/no? (maybe structured is a better word than ridged.)

i am just trying to figure that a data server can simply be a drive(s) on some random machine with no formal organizational software for the files, just files placed on the drive willy-nilly in no particular way and some "tools" to bridge the network gap, but still a machine built to store alot of files for other machines to work out of. much as a second hare drive(E) on a typical windows machine...a drive full of movies maybe, no other structure than maybe dictionary name ordering and access.

OR, are the two words interchangable, NOT different as hardware, software?

i googled the two terms and well still cannot seem to get the definition of them
separate or together.

if i have not confused...any opinions will be appreciated.
