firewalld is acting stupid

i am running fc31 and firewalld keeps changing my zone back to public. i put my interface into external and then do that with the permanent option. when i run --reload, it is fine after but if i restart, it goes back to public.
it only does it on 1 of my pcs with fc31 on it and firewalld has only done this, in my history of using it on this pc.
first of all, does which zone it is in matter other than the name and does anyone know why it keeps doing this?
