Linux Mint 18.3 (Cinnamon): Main > Preferences apps not working!

I'm running a fully updated version of Linux Mint 18.3 (Cinnamon) on a Samsung Series 3 Notebook NP300E5A; however, I cannot access many of the apps located under Menu > Preferences.
It was suggested that Cinnamon is the issue, and that the issue was resolved in Linux Mint 19.3, which runs Cinnamon 4.2.
Can Cinnamon 4.2 be installed in Linux Mint 18.3 (Cinnamon), and if so, how?
Ultimately, is there a resolution for this issue apart from migrating to Linux Mint 19.3 (Cinnamon)?
