Natural/Reverse Scrolling not working properly in some programs on KDE

I am trying to get both Natural Horizontal and Natural Vertical scrolling to work on KDE with a touchpad. However, in places like on the panels, It doesn't seem to work properly. On the application launcher, it seems to shake around between the sections, and on the application launcher settings, the scrolling behaves as if natural scrolling was never enabled.
