Neep help using Port Forwarding and mod_userdir

I have some web pages in my public_html directory which I would like outside users to be able to access. I am running Ubuntu 19.04, have a Hitron CGNM-2250 router. Outside users can access my Document Root from the outside but their browsers TimeOut on attempting to access my public_html folder.
I am doing this using the Port Forward where I am supplying my local ip address
192.168.0.10 ( or whatever it is at the time ) and from the document root the index file ( /var/www/html/index.html ) provides a link to the public_html folder via something like <a href="192.168.0.10/~sbankes"> my home page </a>
Invariably, the outside browsers will time out and I don't know why.
I am able to access everything just fine from within my home.
Can anyone offer suggestions?
