Running an Android program on Linux using QEMU userland emulation?

I was wondering if it is possible in theory to run an android program on Linux using QEMU userland emulation. Userland emulation is for when you are running programs with the same kernel, but a different CPU architecture.
Android does ultimately use a Linux kernel, so I was wondering if this would be possible. Could I just get a binary from an apk and run it using userland emulation on my Linux PC?
