restrict user access using cfengine

I am creating Openstack cloud instance and want to do some operations in post installation using cfengine. Once the cloud instance is ready will assign some mail alias to this cloud which will only be able to access the instance. So I basically I don't want other than assigned team alias should be able to use. Please let me know how how I can perform this.
