why is my cpu always below 75% when gaming?

I didnt overclock. 8086k processor, and 1060gpu with preinstalled nvdia drivers. My ram never goes above 10gb usage of my 16gigs. I use system monitor and one of my 12 threads goes to 100% occasionally, but rest are easily below 45%. And yes, native games included, not just wine ran.
