Help /etc/profile Question ?

Hello Everyone,
I have an issue - I'm installing software in a secure environment and the client will not allow /home/ora_user to be writable. Our application depends upon the ora_user to set the Oracle environment variables and with a non-writable /home directory, we have no profile defined and we've had to edit individual install/upgrade scripts with the environment variables. Is there a way that I can use /etc/profile to set these Oracle environment variables so that all users on the system will inheret them ?
Any assistance/suggestions would be appreciated. Thank you
