Debian OEM installation

I have been asked to install Debian on two PCs because users want to buy them with this Linux distribution installed.
Today I received two packages. Text on them says they contain Debian installation media, Certificate of Authenticity, GNU/Linux Activation Technologies Client installation media and GNU/Linux End User License Agreement.
Also it says user must sign the EULA before installation begins and that I should also attach COA to the computer and activate it by installing and configuring GNU/Linux Activation Technologies Client on installed OS.
However, there are also security seals with warning which says I should agree to some GNU/Linux OEM agreement before opening them. I am unable to find it anywhere. I should not agree to something I have never read!
Should I open these packages? How can I install Debian in OEM mode like Ubuntu? What do these agreements, activation technologies and COAs mean?
