Installing packages and dep's across number of offline hosts

I have number of Intel NUC machines running Ubuntu 17 and 18 on a single subnet without gateway. They are set up to display some production data from a server. I am tasked with maintenance of those now, but found that none of them had SSH installed.. They do have VNC, but that would mean attending to them over the weekend - outside the production hours.

Is there a simple way of providing the SSH server package and its dependencies on the closed network so that it can be installed? This would save me some hours.

Any ideas / input appreciated.
