Jeremy Barnes is a former police officer. He moved his family to rural Idaho, a half mile away from the Utah border. He set up a private investigator practice in Utah, but because he does not live in Utah, the state's Department of Public Safety will not let him work as a detective there. You have to be a resident of the state to have a license to be a private investigator. Barnes has retained a lawyer and is suing the department. Utah is the only state that requires a residency requirement for a professional occupation, and this law in unconstitutional, says his lawyer. In this video Barnes' lawyer is interviewed by the Institute for Justice.
