Cannot compile Binutils, cannot execute 'cc1': execvp

I tried to compile binutils 2.34 following the LFS book, but everytime I run
../configure --prefix=/tools --with-sysroot=$LFS --with-lib-path=/tools/lib --target=$LFS_TGT --disable-nls --disable-werror
I get this error
