err_connection_reset & local IP access issues

Sry networking has never been my strong area so please be patient with me.
I am running a Ubuntu home media server (Plex, Minecraft, and other container apps). I set up port forwarding to it and everything works perfectly from the internet. For example, mydomain.com:32400/web goes right to plex without any issues from inside and outside my network. But if I try to connect using the local IP 192.168.0.11:32400/web I get err_connection_reset. The same is true for all other web services including SSH and Webmin.
This started happening when I upgraded to a new router.
The reason I care is that my ISP has been down a lot lately and so I can't always resolve my domain properly. When the ISP is down I lose access to this server. By the way, everything else like Ring cameras and sprinklers work fine.
Where do I start to look to troubleshoot? There is nothing in my router's logs.
