Install cPanel on an empty cloud server

First off: I am not very proficient at computing.
I run a little webpage for homework. It is on GoDaddy.
Because I'm in China, even downloading an mp3 can take a long time. Maybe because I only have a cheap web hosting plan, maybe because of the Great Firewall of China, or a combination.
Someone told me, one way to do this is just get an empty Linux cloud server in China, install cPanel and everything will work.
I like using cPanel, because it is easy. I can manage my database, upload and edit html and php.
Can I, with my limited capabilities, install cPanel? Or is this only for the experts?
